TECH PROBLEM WITH GLU REGISTRATION

hi.
i have a friend who has registered twice with the glu forum and it refuses to all im to sign in. apparently that stupid "coppa act" you know age 13 and under permissions thing keeps popping up but he is 19 and has tried to register 2x.
he is on the groups.yahoo.com/godlivesunderwater
the email:
i am 19...i entered my birthday so i dont see what the problem is...the funny thing is i have tried this with two different email accounts not just one...so thats what confuses me...something has to be up...the weird thing is most message boards let me in...its just been this forum...and another one...and im signed up to a bunch...hmmm...
